Download Limits

I have set the download limits to:

Limit by: User ID

Limit Period: Day

Number of download: 1

Number of Products: 1

I have also set my Membership Plan to have the same settings.

From my understanding, this settings means that I can download 1 product per day.

I tested with a member account and I can still download more than one product.  I also viewed the member details and this is what I see:

Download Limit Details
This user has no download limits due to their membership plan.

I only have one membership plan and that is the one attached to the member.

What am I missing?
